How to control suppliers’ quality

Quality is the most important concern of all customers, however, during custom makeup brushes, due to distance limit, most customers are not able to control the quality by themselves: they can not frequently visit the makeup brush factory or participate in the production, the only thing they can do is to trust the suppliers.
 
While sometimes only trust is not enough, many customers may meet such situation: they are so glad to open the packages from the makeup brush suppliers, but are crazy when checking the quality. The quality is far away from what the suppliers promised! Then they complain to the suppliers about this, but always get no satisfied feedback. Finally they have to change suppliers but only to find that the new supplier is not better than the original one! It is really a vicious circle for the customers.
 
It seems that the most important for the customers is reliable suppliers, but I should say that no supplier will always reliable. For the new supplier, maybe payment terms will be a good way to control the quality. Customers should clearly list the quality requirements on the agreement or orders and clarify the liability for breach. For example, if unqualified, the suppliers should pay certain penalty to customers. If possible, in case of any conflicts, the customers should have certain balance payment which will pay the suppliers after getting packages. Otherwise, the penalty will be only a mere verbal statement.
